I can't seem to install 'APN Editing', the app on the Big Boss repo (ModMyi.com | APN Editing), if that's the package you're talking about. I can't seem to find 'APN Edit' anywhere. It downloads, then after two 'Configuring APN Editing' lines, says

Then when I hit 'Return to Cydia', Cydia warns me of a 'Half-Installed Package', says that 'When the shell scripts associated with packages fail, they are left in a bad state known as either half-configured or half-installed. These errors don't go away and instead continue to cause issues. These scripts can be deleted and the packages forcibly removed.' I get the option to either 'Ignore (Temporary)' or 'Forcibly Clear (Unsafe)'. I've been saying Ignore, and then removing the package, but just now I tried to respring and then went into settings. The cellular data network APN settings don't appear.
I figure it might be an app that just hasn't been updated for iOS 6? Thoughts?

There are plenty of other notable glitches in iOS 5.x, missing Cellular Data Network tab is one those issues in iOS 5. We dug a little deeper and found that people who are using iPhone on official or Apple's partner carriers don't face this issue but people who are using unlocked iPhones on carrier which are not Apple's partner face this issue. Basically you don't get the option to edit or add APN settings for using your carrier's data be it EDGE, 3G or even MMS. If you like to use your network's data and you don't get the option to enter APN settings then it can get really frustrating.
On the other hand people who are using their iPhones on Apple's official carriers can see Cellular Data Network APN editing tab and they can edit or add APNs setting in order to use network data. Another issue which a lot of iOS 5.x users face is Personal Hotspot feature, either it's not present in Settings.app or its greyed out.
